BALSAM LAKE – The 46-year-old owner of a construction business appeared in Polk County Circuit Court on Monday, April 14. Floyd Joseph Moen, who lives in Clayton and owns Rehab Masters, LLC, is charged with one felony count of theft by contractor. According to the criminal complaint, Moen was doing demolition work and a rebuild on a bathroom in Osceola that he took nearly $12,000 for, but never actually completed. Court records obtained by the Inter-County Leader indicate Moen is also facing theft by contractor charges in Barron County and Dunn County.
